Shock as Auditor General Uncovers Missing Millions in Busia – Governor Paul Otuoma

The Auditor General has released a shocking report exposing how Busia Governor Paul Otuoma’s administration has overseen massive financial mismanagement, draining public coffers through questionable projects and irregular expenditures.

The conspiracy to misuse county funds has reportedly transformed many county officials into instant village millionaires, amassing unexplained wealth while essential development projects remain stalled.

According to the Auditor General’s report for the 2023/2024 financial year, Busia County’s financial statements reveal significant instances of questionable expenditures, raising concerns over mismanagement and potential misuse of public funds.

One major issue involves Kshs. 100,000,000 allocated for the construction of designated parking areas within Busia Municipality.

However, verification efforts in October 2024 found no supporting documents to confirm the legitimacy of the project, leaving the expenditure unaccounted for.

Similarly, the renovation of Busia Stadium, contracted for Kshs. 4,989,800, remains incomplete despite funds being disbursed for repairs, gate installations, and irrigation system replanting.

Another troubling case is the failure to install the Integrated Revenue Collection and Hospital Information Management System in Subcounty hospitals, despite a contract worth Kshs. 59,885,232.

The system was only installed at the Busia County Referral Hospital, raising concerns over efficiency and value for money.

Additionally, Kshs. 4,980,550 was spent on consultancy services for upgrading the Busia County Referral Hospital to Level 5, yet no evidence of feasibility studies or technical evaluations was provided for audit.
