Questions have been raised about the proposed divestiture/dissolution of the Scrap Metal Council (SMC)—the agency responsible for regulating this industry and issuing licenses to compliant dealers. It is in the public domain that the scrap metal industry is a multibillion-dollar sector, generating significant revenue for the government.
However, our investigations have revealed that the outgoing PS for the State Department of Industry, Hon. Eusebius Juma Mukhwana, is the alleged mastermind behind this scheme, aiming to seize full control of the agency. Our sources reveal that the PS oversees all critical functions of the council, including licensing, procurement, and even bank accounts.

” Shockingly, the SMC’s bank accounts are managed by officers from the State Department of Industry, rather than officials seconded to the agency,” said a source aware of the matter.
Ironically, Despite the Cabinet proposing the divestiture/dissolution of SMC, PS Mukhwana has already petitioned the Head of Public Service to dissolve the board. His letter reads:
“The purpose of this letter, therefore, is to request your approval for the dissolution of the SMC Board so that its operations are absorbed into the State Department for Industry.”
Insiders believe this move is driven by a desire to monopolize the lucrative scrap metal trade for personal gain. However, scrap metal dealers across the country are joining forces to resist this takeover.
